2025-26 School Year Inter-District Incoming Permits: Permits to attend a WCUSD school from outside of the district boundaries may be submitted to the district office beginning on February 1, 2025.

2025-26 School Year Inter-District Outgoing Permits: Outgoing Permits (permits to leave WCUSD) will be available online starting on April 1, 2025.

Enrollment Options

Students generally must attend the school where their residency has been established. However, there are justifiable reasons for a student to transfer to a school outside of their residence area. The WCUSD currently offers multiple enrollment options to meet the diverse needs and interests of students

Intra-District

Parents/guardians, who have established residency within the WCUSD may select a district school that their child will attend regardless of the "neighborhood" school location.

New Application

New students to WCUSD will need to complete the WCUSD Intra-District Permit Application form during the online enrollment process. Returning students to WCUSD will need to request an Intra-District Permit form from their school of residence.
The site administrator from the school of residence will schedule a meeting to discuss circumstances related to the request.
Exception: If the older sibling(s) already attends a WCUSD school outside of their residence attendance area, the parent/guardian can skip this step
You will receive an email from the Office of Student Services with the approval/denial by the Director of Student Services.

Inter-District Permit Process

Students who reside outside of the WCUSD may enroll into schools within the WCUSD. In addition, students who reside within the WCUSD may enroll into schools outside of the WCUSD. However, in both cases, certain criteria must be met and the permit must be approved by both school districts.

Families must obtain an Inter District Permit release from their district of residence prior to enrolling in WCUSD.

The list below are various ways you can obtain approval of your permit submission from your district of residence:

Program offerings that your home district does not offer (Mt. SAC Early College Academy, IB, Dual Immersion, etc.)
Attended the same district as a sibling
Allow a student to complete a school year when his/her parents/guardians have moved out of the district during that year
If bullying is an issue at their current school and it has not been resolved
A junior or senior student may remain in their current school even if they have moved outside of the district boundaries

The application, with releasing district’s approval, must be submitted by the parent/guardian to the Office of Student Services for approval or denial by the Director of Student Services.
The following records must also be included with the application for review:

Academic
Attendance
Discipline records
IEP or 504 Plan (if applicable)

Students will only be accepted from other districts if there is space available and if the appropriate program exists at the requested school. Transportation to and from the student’s residence and the WCUSD school of attendance will not be provided.

Annual renewal is not required by WCUSD. However, some districts may require annual renewal, if so, the parent/guardian submit the application to the Office of Student Services for approval or denial by the Director.

Complete the online Inter-District Permit Application
A meeting with a site administrator from your school of residence will be scheduled to discuss circumstances related to the request.
You will receive an email from the Office of Student Services informing you whether your permit has been approved or denied.
Please note the following:

A permit authorizing a student’s attendance in a school/district outside of the WCUSD will only be considered and approved pursuant to the criteria listed in WCUSD Administrative Regulation 5117 and must also be approved by the receiving school/district.
Transportation to and from a student’s residence within the WCUSD and the receiving school/district will not be provided.

Allen Bill

When a parent/guardian works 10 more hours per week within the WCUSD Attendance Zone, we can accept them through the Allen Bill Application, without needing approval to leave their home district.

Allen Bill proof of employment within the WCUSD must be submitted on an annual basis.
Transportation to and from the student’s residence and the WCUSD school of attendance will not be provided.

Transitional Kindergarten

Transitional kindergarten, often referred to as TK, is the first year of a two-year kindergarten program that uses a modified kindergarten curriculum that is age and developmentally appropriate.

The curriculum in transitional kindergarten is modified to meet the needs of younger students. Transitional kindergarten includes an emphasis on oral language development, literacy immersion, number sense, and it provides collaborative experiences that promote cooperation, self-confidence, self-regulation, and healthy attitudes about school and learning.

The standards, curricula, and teacher credentialing requirements in transitional kindergarten are different than those in preschool. Transitional kindergarten is aligned to the Common Core State Standards, is an academic program, and is taught by fully credentialed teachers.

Age Requirement

Children must turn five between September 2, 2024, and June 2, 2025.

Children who turn five after June 2 will be considered on an individual basis. To be considered for early admission, parents/guardians must submit a “Transitional Kindergarten: Early Admission Request” form to their school of preference.

Students must also be fully potty trained and be able to independently utilize the restroom without adult support to enroll in TK

Entering TK/Kindergarten

Students entering school must show proof of the following immunizations:

Students entering 7th grade must show proof of the following immunizations:

Senate Bill (SB) 277 - Exemptions

Senate Bill (SB) 277

Effective January 1, 2016, parents or guardians of students in any school or child-care facility, whether public or private, will no longer be allowed to submit a personal beliefs exemption to a currently-required vaccine.

Students will no longer be required to have immunizations for entry if they attend:

A home-based private school or
An independent study program with no classroom-based instruction.

However, parents or guardians must continue to provide immunization records for these students to their schools, and schools must continue to maintain and report records of immunizations that have been received for these students.

Students who have an individualized education program (IEP) should continue to receive all necessary services identified in their IEP regardless of their vaccination status.

CA Law AB 354 - 7th Grade Pertussis (Whooping Cough)

7th Grade Pertussis (Whooping Cough) Immunization Requirement

California Law AB 354 requires all incoming 7th-grade students to show proof of Tdap (pertussis or whooping cough) immunization before starting school.

Pertussis is a very contagious respiratory disease that can be severe and last for months. The immunity received from either early childhood immunization or pertussis disease wears off over time, leaving older students and adults susceptible again to pertussis. Immunization with Tdap can help protect students, schools and communities.

If you have other children 10 years of age of older, you may also wish to have them immunized in anticipation of their future 7th grade year. Adults are also advised to get a pertussis booster if they haven’t already, to protect themselves, their families and their students.

Proof of Residency

The parent/guardian should present 2 types of verification:

Current valid utility bill (electric, gas, water or trash only)
One of the following:

Voter registration
Other type of utility bill
State/Federal Income Tax Forms (such as W-2’s)
Employer verification of address
Driver’s License/Vehicle Registration
Lease/Mortgage Agreements
Charge Account Statements
Rent Receipt
Other document(s) the administrator deems appropriate

Requirements for living with others: 3 types of verification

Document must be a valid recent utility bill (Electric, Gas, Water and/or Trash) in the name of the person who the parent/guardian is residing with.
Driver’s License and/or California ID, of both parties.
Legally received mail is required in addition to the "Residency Affidavit" signed by both parties. (Please see above for approved mail types.)
